North Austin Complex Phase 1 Tops Out

The North Austin Complex, a new headquarters building for Texas Health and Human Services (HHS) and its enterprise agencies, reached its highest point of construction in September 2019. Vaughn Construction, the construction manager-at-risk for the project, joined HHS and Texas Facilities Commission (TFC) in celebrating the milestone with a topping out ceremony attended by over 450 people, including Courtney N. Philips, HHS executive director, Mike Novak, TFC executive director, and Rick Glancey, TFC director of legislative affairs and communication. Construction of the 406,000 SF state office building and 1,850-space parking garage began in June 2018, after the 84th Texas Legislature approved and authorized the construction. It reached the topping out milestone two months ahead of schedule and continues with this advantage as the construction resumes with the installation of the exterior skin, a panel system comprised of glazing and masonry components.
